SHU staff furlonged ?

 

For any training or racing to start would the governing body not have to be back up and running before any fed or club a member of thinks about a date? only a thought was brought to my attention

 

If the SHU is following the RPRA's lead on this why do we bother with the shu?

RACING CONTINGENCY – RACE PROGRAMMES

 

The following document is applicable to those organisations that organise racing and will hopefully assist in ensuring a smooth transition towards facilitating racing if and when restrictions are lifted.

Under the rules of the association race programmes are required by 1st March 2020 – rule 129. This provides RPRA staff with sufficient time to collate race programmes, book sites and also meet the General license requirements for gatherings (the law).

Taking into consideration these requirements and the uncertainties relating to when racing will commence, organisations are encouraged to develop race programme contingencies.

Race programmes should initially be formed on the assumption that current Government restrictions will be relaxed by 7th May which will allow members to commence training their pigeons. This will hopefully mean that a realistic start to racing would be 23rd May – or later if the organisation considers necessary. This will also provide sufficient lead in time to allow the RPRA to meet the requirements stated above.

Organisations should form two race programmes. One based on Continental racing being permitted and one based on no continental racing.

While the current restrictions are in place organisations will not be able to meet to discuss and develop race programmes. Therefore organisations should adopt a different approach; online meeting tools such as ‘Zoom’, email or telephone.

As stated this is based on a major assumption regarding how and when restrictions will be lifted and it maybe that this assumption turns out to be rather optimistic. This document/guidance will therefore be amended and circulated periodically to reflect the current position.

We need to be in a position to react quickly and ensure racing starts as soon as possible.

Therefore, we will require all contingency/amended race programmes at least 21 days before the first race.

The attached document should be completed and returned via post to The Reddings. However given the current delays to some Royal Mail services it is advisable to send the documents via email to racingsupport@rpra.org for inland race programmes and continentalracing@rpra.org for continental race programmes.

Drivers and Convoyers

In addition it is assumed that the restrictions relating to over 70s and people with underlying health conditions will remain in place beyond the start date of racing. Therefore organisations will have to put in place contingency plans.

Under no circumstances should individuals that fall within the ‘at risk’ category and who are restricted by Government be allowed to take part in the transportation of pigeons to the liberation site.

Consideration should also be given to the possibility that Government restrictions may also mean that more than one person from different households cannot travel in the same vehicle.

A further document outlining protocols at marking stations etc. and based on the predicted relaxation to restriction measures, is currently being reviewed and will be published asap.

There are rumours circulating that training has been approved with effect from 7th May and that racing will commence 23rd May. A document was circulated to racing organisations (Federation etc) yesterday. This document requested that they consider contingency race programmes effective from the 23rd May. This document was based on many assumptions and is no way confirmation that training will be allowed on 7th May and that racing will start on 23rd May. The reason this information has been requested now is that this will allow us to carry out all the administrative and logistical tasks associated with booking race sites and complying with the law if racing can commence on 23rd May. Although we are hopeful that this will be the case it will very much depend on the Governments plan of how and what restrictions will be lifted. Please be assured that a team consisting of myself, the President and Vice Presidents are working hard behind the scenes to ensure racing starts as soon as possible but in a way that is safe and reasonable to do so. Instructions to the pigeon fanciers After the presentation of the Prime Minister's deconfinement plan on Tuesday, April 28, he notably made it clear that the strict confinement measures had to be respected until May 11. However, individual training may start from this date as well as competitions within the framework of which was announced, in particular, the ban on gatherings of more than 10 people. In the meantime, we would like to anticipate this resumption of collective training and competitions and to remind you of the mandatory government health rules and those specific to the practice of our sport, which will no longer be as before. We offer you a series of rules to put in place, rules which will obviously aim to preserve pigeon fanciers and avoid being contaminated by COVID-19. These rules are not exhaustive and will be subject to change. MANDATORY HEALTH RULES - Greet each other, do not shake hands, distance yourself at least one meter from everyone else around you, cough or sneeze into your elbow, use disposable tissues and throw them away. - Mask and gloves compulsory within the place of dressing and when loading the truck

- Hydro alcoholic gel made available at the entrance to the room, disinfectant wipes - Spread out the dressing rooms - Maximum of 3 people at the dressing room (the Prime Minister announced that the gatherings should not exceed 10 people) - None Handling cannot take place with bare hands - Electronic equipment and manual constators must be disinfected before and after each use - Contest entry forms must be prepared before arriving at the pigeon racing center. - The refreshment area will be closed - No cash transaction should be accepted. Favor checks or transfers. START-UP The start-up of the competitions must be done by strictly applying the instructions. 1 - Compulsory presentation of the vaccination certificate 2- Signature of a document by which the amateur agrees to comply with all health measures otherwise he will not be able to access the pigeon box space. 3 - To start the pigeon racing season, we advise you to organize competitions / training sessions without classification for the first two or three weeks. The amateur is alone to put in boxes his pigeons, without contact with other amateurs. The only contact will be loading the truck. A release permit will be issued if the distance exceeds 100 kms. Avoid handling the baskets and as much as possible collect with trucks that go to the place of release. In this case, the pigeons must be watered as the pickup takes place because it will last longer. If the dressing rooms usually take place in a café, since these remain closed, another solution must be absolutely found for this to take place: adjoining room, closed, without refreshment bar, other place lent by the common, see in an individual exceptionally if this is the only solution. If the dressing takes place in a communal building, the president of the association is invited to contact the Mayor to inform him. OFFICIAL COMPETITIONS * The dressing must be done by appointment with the organizer of the dressing, one amateur at a time. The following amateurs must distance themselves by at least one meter. We are aware that this procedure will take longer, but this seems essential. Older people can put in boxes in priority. For these and more vulnerable people, it is very conceivable and recommended to invite them to stay at home and ask a younger to come and pick up the pigeons from them (the basket will be on the step

from the door at the agreed time); this will allow everyone to be able to play. Mutual aid and solidarity must be there! * For transport, conveyors and drivers must wear gloves to change regularly, masks and have hydro alcoholic gel available in the truck. We advise the organizers to contact the agent to let go before the truck leaves to find out if there is no problem for the place. The on-site controller must also respect the rules of distancing, wear a mask and be in possession of hydro-alcoholic gel. For the counting, the operations remain the same as the boxing, individually. The goal of all these proposals is, you will understand, to protect our amateurs, our volunteers. George,its been well thought out. It looks as though the owner is basketing his/her own birds ? and using the box similar to what they use in Malta. We would require 4 members present at marking.Had thought of cheque and money transfers. I’m also sure France is 2weeks in front of us. Looking like early/middle of June for us. Let’s hope so

For the money aspect of it....clubs could let members run up a bill then pay with cheque or transfer once a month or end of the season like the Lanarkshire social does

 

On the marking front you could have two markers who do the whole club and 2 checking the correct procedure is carried out.... a bit like national marking. Where they take your basket and take them out for you etc.... each member sits in the car until it's their turn to have their pigeons basketted and if they are not one of the 4 on basketting as soon as birds basketted home they go

 

Race day everyone hand their clock in and leave....sec left to run clocks off and do result no handing about in the club waiting their is lots tht can be done to help up move along nicely and I'll also gladly pick up pigeons for other fanciers etc no trouble

Latest update from the RPRA.

 

Covid-19 Training and Racing Firstly I would like to outline that Training remains strictly prohibited and anyone undertaking training may be jeopardising the achievement of a position whereby we can train and race as soon as is reasonably possible.We need to demonstrate that we can collectively follow simple instructions. While I am happy to say that we have received few reports in terms of police authorities having stopped and found fanciers undertaking a non-essential journey(Andrew,lol) while training their pigeons; it is unfortunate to learn that some members have been dealt with by the authorities for carrying out training. In the interest of the sport and the wider community these individuals should stop immediately. You will be aware that myself, President and Vice Presidents have developed a protocol for race marking and clock striking. This protocol has been approved by the RPRA Council and presented to the Chair of the All Party Parliamentary Group for Pigeon Racing. Discussions have been escalated and we hope to be in a position to announce positive news in due course. However, I must stress that there are no guarantees. Continuing to train in the current restrictions could jeopardise our relationship with the authorities on whom we may be relying on to allow racing if and when restrictions are lifted Please be assured that we are doing all that is reasonably possible to achieve a position where training and racing can commence while adhering to certain restrictions.
