Silky feathering is inherent. The condition of same pigeon can worsen or be elevated by certain factors. Ill health can make the feather feel drier whereas tip-top health can make it feel silkier bordering on oily/damp. You can increase the amount of bloom on a pigeon (making it feel silkier) by giving it a hand bath in warm water massaging its skin at the same time then place the pigeon in a basket overnight next to a radiator (one that’s on ;D).

These pigeons should be ideal for you then (take a look at their names) ;D http://www.josephvandorningpigeons.com/racing-pigeons.htm
-
So I guess you’ll just plod along in the meantime then ah! ;D
-
The coarser type feathering is often referred to as sacking.
-
An overweight pigeon will feel silkier than a pigeon that feels light in the hand. More winners come from the latter.

I'd like to see more maize in mine, no red milo & a tad less flaxseed.

What is the percentage rule? Its a way of putting a pigeons performances (and your overall performances) into some sort of perspective. Here’s an example: you finish 4th club out of a total of 80 pigeons entered..... doesn’t sound that impressive ah! But in the same race you finish 18th fed out of 2000 pigeons, you’ve finished in the top 1% of the fed result. The 4th club card/ticket won really hasn’t done the pigeon justice to its overall performance. This pigeon in my loft would get a tick against its name due it to finishing in the top 1% in the fed and this is how I judge my overall performances throughout the year....... how many times I finish in the top 1% of the fed. I set myself a target to finish in the top 1% of as many federation races as I can. This percentage figure you set yourself, this could be either 1%, 2%, 3%, or 4% depending on your own circumstances (size of team, position in fed, a novice and suchlike). The aim of all this is to set yourself a goal plus its also a way of looking back and judging last years performances over previous years. Buying x amount of 1st clubs, x amount of 2nd clubs, x amount of 3rd clubs & x amount of 4th clubs can be deceiving when buying whereas x amount of times finishing in the top 1% in the fed tells you a lot more. Use this percentage rule when buying as sometimes all that glitters isn't gold, although the results look impressive you could end up buying in pigeons of a lesser quality than you already house.

Tea like many concoctions have benefits but also have a downside. The downside to tea is it has a bitter taste, pigeons don’t like it. They say pigeon tea cleans up their skin, thins out the blood and encourages the fall of down, the same can be achieved naturally by correct feeding & exercise and of course good health. The less stuff I put in their drinker the better they've performed for me. Have faith in good old fashioned clean water.

Confucius say By three methods we may learn wisdom: First, by reflection, which is noblest; Second, by imitation, which is easiest; and third by experience, which is the bitterest. He was talking to a pigeon fancier when he said this, the slippery sod didn't say you had to learn the whole three though ;D
