If a current Fed member was moving outwith the boundaries of the Fed, what is the correct procedure to follow if they wished to remain a member and compete in the same club / Fed..?

RPRA Rule 149. The rules of an Organisation must state

the name of the Organisation, the location of

its headquarters and the boundaries within

which the lofts of all affiliated club members

must be situated in order to qualify for

membership of the Organisation

Well just my opinion—as you are no longer in the club boudaries then you need to put in two letters onetendering your resignation and the other applying for membership to club stating that your loft position lies outside existing boundaries and if accepted you would like your club to support an application to extend fed boudaries to allow you to fly for fed honours.

That is only if your new loft position doesn’t lie in another clubs boundaries—then that is the club you should be joining.

Don't know if it is SHU or RPRA, Club or Fed, but the boundary can be opened to include the member and closed again to prevent any non members from joining. I cannot remember where I heard this, but it would be easy enough to check with the RPRA once the office is open during January. :)
