I think you are allowed to do this in exceptional circumstances. If nobody opens their boundaries then the fancier will have no club available to him. Since you are going to check with your Fed President, it could be worth finding this out also, in case your club decided they would like to admit the fancier. I don't think the SHU are in the business of, or can afford to be turning fanciers away.
