Pigeons would rather not have garlic in their water - they don't like it - and therefore drink a lot less which will affect their performance - probably as much as having a yeast infection I have noticed in the past that they drink as much as 50% less than normal - wherever possible I always put 'whatever' on their food - be it garlic or medication

it would be to an avian vet I would think - as there would be bacteria from a swab that could be cultured to get a definitive diagnosis in human respiratory disease - you need to give a sputum sample (puke) so same thing I think
