I believe that it is an offence, and against a higher law to try and impose such a bann. Ask any 'Animal Right Actavist'! They openenly feed the birds / pigeons - like in Trafagar - 1 -2- 3 times a day. They don't get taken to court any more... the council are on permanent stand by to keep clearing the feed away.

Also I believe that that is being challenged as to that in fact is legal.

No, not exactly, however, in certain places the public are requested by landlords not to feed them.

 

London's Mayor Ken Livingston (now replaced by Boris Johnson) tried to bring in a by-law to stop pigeon feeding in Trafalgar Square, but so far as I recall, the by-law was overturned by a High Court judge, ruling the by-law illegal.

 

There used to be a pigeon food seller on the square, but no more.

 

There were mixed feelings among the general public on this matter, which prevail today. Wardens do still patrol the square in an effort to discourage pigeon feeding, but I don't think it is actually illegal.

 

The problem, as Mr Livingstone saw it, was the damage being done to public property, such as the National Gallery and Nelson's Column by the tons of guano being dropped and the high cost of repairs (£140,000 for Nelson's Column alone) and cleaning up of the awful mess.

 

Today, Hawks are used to frighten off the Trafalgar Sq pigeons.

But have very little effect.

 

£140.000 was laughed at, as was his statement thet 750 TONS were clean of Nelson's column alone each year!

 

Seems that one can actually be prosecuted for Litter rather when feeding birds.

But again there is a debate still going on regards that.

Of course I will admit that throwing food down for birds on ground may well entice Rats... plus attract cats. :emoticon-0126-nerd:

in a city in France i think it was they build a few big lofts and just removed the eggs they found all other methods were useless also probably the most humane way of solving the problem
