Haven't seen any evidence or reports of this in crows - seems to be more swans found with it - but is this because swans are big and more noticeable especially when dead - a dead crow would be harder to spot being black and smaller in size
Maybe bruno or somebody could decipher this below - but doesn't look to me as if poultry outside the restricted zones requires a licence - so why pick on pigeons?

It says this on the DEFRA Website:
In addition, the national general licence permitting bird gatherings in England has been revoked, and bird shows and pigeon racing will not be permitted for the time being.
You have very little chance of achieving this

We have purchased birds from Louella and although happy with what they have bred - the birds bought for stock are wild and not easy to handle - and of those that have escaped - they've never been seen nor heard of since
I wouldn't even attempt to settle them
Avian Influenza has been confirmed at a free range turkey farm also with ducks and geese near Diss in Suffolk. A 3km PZ and a 10km SZ has been introduced.
I think Bricon have more than one type of market - and those with Unives 1.7 protocol are fine - but they have them 'be' for the belgian market - and this could be where the problem lies
what happened to your other 20?
could there be something in your loft that you have not got rid of?
bacteria etc can live for a long time if you are not in the habit of burning out the loft
