If you explain this to the RPRA, I'm sure they'll issue a transfer under the circumstances but thats assuming you would want to keep this bird or maybe the previous owner might be still in the position to transfer it to you himself animatedpigeons:

I'd wait until their completely through the moult mate but thats just my opinion

Never had much effect on Blackpool last time around apart from tighter regulations with transporting pigeons so hopefully not and as already stated hopefully it'll be all sorted before March/April when the training of the birds start.

In previous years the members wore Pigeonbasics badges with their names on for identification, I'm sure a few will still have them. I still have mine but unfortunately not able to go this time.
