read rule 189 stating the result of each race my show the actual flying times and true velocities. Now if you put penalties you are breaking this rule. Also rule 192 in calculation of velocities no rounding up or down is permitted anywhere within the calculation

if your governed by rpra you cannot do it. if they do and someone using ets wins they can take it to the centre, and will win the day! Also if your putting 20 seconds or time penalties the race result wouldnt show true velocity which is breaking another rule
