OUTRAGED motorists slammed greedy petrol stations yesterday for failing to pass on the Chancellor's fuel tax cut. Hundreds of Sun readers complained their local filling station was charging the same or MORE at the pump as before the Budget. 'Civilians spared' by Libya raids http://news.bbcimg.co.uk/media/images/51813000/jpg/_51813566_011599395-1.jpg The US chief of staff for the mission in Libya has insisted there have been no reports of civilian casualties caused by allied action. Rear Admiral Gerard Hueber's comments come despite claims to the contrary by Muammar Gaddafi's government. Earlier, British Air Vice Marshal Greg Bagwell said Col Gaddafi's air force "no longer exists as a fighting force". This has been the fifth consecutive night of air strikes by the US-led international force over the country. Witnesses said there had been an explosion at a military base in the Tajura region east of Tripoli. Late on Wednesday, there were reports of government tanks shelling the hospital in the rebel-held western city of Misrata. Witnesses had earlier said the tanks encircling the city had pulled back from their positions under air assault from international forces. There were also reports of fierce fighting between rebels and pro-Gaddafi forces in the strategic eastern town of Ajdabiya. Residents fleeing the town described shelling, gunfire and houses on fire.

Budget 2011: Oil industry tax 'will not hit motorists The windfall tax on oil companies announced in the Budget will not be passed on to motorists in higher fuel prices, a Treasury minister has said. The chancellor announced a £2bn windfall tax on North Sea oil producers, to pay for a fuel duty cut. Labour said the oil firms might recoup this through higher pump prices. But Danny Alexander said consumers would not be passed these costs because petrol retailers could source oil from whatever source was the cheapest. In Wednesday's Budget, Chancellor George Osborne said: "The price of oil has risen 35% in just five months. Oil companies are making unexpected profits." He said he would introduce what he described as a "fair fuel stabiliser", adding: "From tomorrow the supplementary charge levied on oil and gas production will increase from 20% to 32%." He said this would raise an additional £2bn ($3.3bn). "I don't want important investment in the North Sea lost," Mr Osborne continued. "If the oil price sustains a fall below $75 - and we will consult on the precise figure - we will reintroduce the escalator and reduce the new oil tax in proportion."

Defiant Gaddafi pledges victory http://news.bbcimg.co.uk/media/images/51795000/jpg/_51795204_51795203.jpg The Libyan leader, Col Muammar Gaddafi, has appeared at a site in Tripoli that was recently attacked by the Western coalition and told his followers: "We will be victorious in the end." In a brief speech at the Bab al-Aziziya compound, targeted on Sunday, he said "all Islamic armies" should join him. Forces loyal to Col Gaddafi are engaged in fierce fighting with rebels.

Budget 2011: Osborne to raise income tax threshold http://news.bbcimg.co.uk/media/images/51771000/jpg/_51771194_010434726-1.jpg Chancellor George Osborne is to increase the personal income tax allowance to give 25 million people a cut of around £45 a year in Wednesday's Budget, the BBC has learned. The amount people can earn before paying tax will be increased by around £600 from April next year. Mr Osborne will also announce £250m to help 10,000 first-time homebuyers purchase newly built flats and houses. He is also expected to say a planned rise in fuel duty will be scrapped. The Budget is the first since the autumn's spending review, which outlined the government's cuts programme. Experts expect the forecast for economic growth in 2011 to be downgraded - after figures showed a 0.6% contraction in the last three months of 2010. But they also believe borrowing figures will not be as high as previously anticipated - up to £10bn lower than the £158bn predicted in last June's emergency Budget. WHO WILL BE BETTER OFF?
