a lot will depend on "how swollen" it is Craig ? would get another pair of hands to help ,if you cant nibble away with a small pair of wire cutters ,then it will have to be held firm ( a vice ?) and gently strokes with a mini hacksaw .the rings are only aluminium so shouldn't be a problem .have a first aid kit to hand ,just in case , and good luck.
