just tell the registered owner to go ahead and transfer it .the Union will sort it out.

You would need to transfer on a NEHU transfer card

There is no charge for NEHU (2 stamps required for card) RPRA charge £2 - and would then say they can't do it - and you wouldn't get the £2 back as it is non refundable!
