kingy1975 Posted March 1, 2008 Author Report Posted March 1, 2008 well at present there is no rpra rule with regards to time penaltys. so clubs are allowed to make there own rules as long as they do not go against or contradict any rpra rule. so we obviously need more clarification on the subject. i really hope they have not took the easy route out and our going to let clubs and feds fight amongst themselves.

Also if your putting 20 seconds or time penalties the race result wouldnt show true velocity which is breaking another rule
kingy1975 Posted March 1, 2008 Author Report Posted March 1, 2008 i wish it was that easy but the point i am making is that the rpra dont have any rule regarding time penalties so going by the book a club would be allowed to put time penalties on as it is not breaking and existing rule.it would only be the case if the rpra had a rule stating that no time penalties can be put on any member

kingy1975 Posted March 1, 2008 Author Report Posted March 1, 2008 pjc i have got it myself used it all last yb season and think its the best thing i have purchased since racing pigeons . the comment i am making is that it would have been much better if the rpra councilers had sorted it out from the top, what we our going to get now is inconsistancy in what differant regions do regarding penalties.

Now if you put penalties you are breaking this rule. Also rule 192 in calculation of velocities no rounding up or down is permitted anywhere within the calculation

kingy1975 Posted March 1, 2008 Author Report Posted March 1, 2008 no here in my club and many others around they will add time to your clocking time if you arrive after 2 hours of clocking in , and this is acceptable as it is a domestic club rule.

But according to the rules though if a member turns up at a club with ETS and the club does not have the facility to use ETS it does not have to be accepted. Any open races and nationals etc must state if they are able to accept ETS or not. In this case a club can choose not to use it!

So a precedent has been set and time penalties will not be allowed under RPRA rules. I think the use of ETS is snowballing and here to stay, and when you hear that the production of rubber rings is being stopped by the main supplier, ETS will become the main Clocking tool.

ETS has been here to stay for a while , been in use in Scotland for a while now and there are plenty manufacturers of race rubbers, we don't have to depend on just one supplying them.
Bilco Posted March 2, 2008 Report Posted March 2, 2008 Proposal 7/57 said "The ETS may only be used on the club's discretion. i.e. if the club votes for members not to be able to use them, they will not be able to use them" This proposal was thrown out. Proposals 7/49, 7/50 and 7/51 which proposed that time penalties be added to birds timed on ETS were also thrown out, and RPRA Rules state that Domestic Rules that conflict with RPRA Rules may not be used. frank-123 Posted March 2, 2008 Report Posted March 2, 2008 the shu never went the right way either when ets was first used in scotland listen in a few years time it will not bother anyone in england dont get yourself to caught up on the ets argument just race your pigeons to the best of your ability
