try your local farm supplies,ask for a poison called drac, in liquid,expensive but mix your own cheaper than ready made,just add to wheat,works wonders

put this on before,obtain a tube of rat glue put it around the area their getting in and once they stick to it they a'int coming off

Must say, never been bothered with rats although my two brothers have.  I think the difference between us is, my lofts are on concrete bases sitting on an 18" wall with three sides blocked in and the one at the back left open so it lets cats go underneath for their nightly search.
