I would explain this size would not be good for the birds as they require space for air etc, good that the neighbour is not against, I think he will get it in the end, and what the pigeon Fanciers do to help people in need etc,

The old one re lofts sheds etc used to be you must leave 1 third of area clear, don't know if this still goes, is his neighbour against the loft

It's not just in Fife there are some places in the towns you are not allowed to keep pigeons, even if you own the house, I live in Leven there are about 5 lofts in Leven but there are some houses where it is not allowed, for some reason or not, a lot depends on what is on your deeds , STB,s uncle is obviously allowed pigeons so no problem there.
