The 60 minute active user was brought in, to bring the site in line with other sites, as some people continually compared the numbers on line with other sites, that were displaying active users over a 60 minute period, and this was not giving a true account. as for the comment regarding guests "clicking in" more than once, this is not the case as the site recognises the IP address of everyone and only registers it once.
