what john k has said it right.check if the hawk has a leg ring.also if you let your birds out they will get used to it.and the harris is teathered anyway so it wont get to your pigeons.cant you move your loft further from his house.if he doesnt hunt with it and he lets it go after your pigeons he is likely to loose the harris. did you have your pigeons there before he was there.
