The problem was fixed and the Webmaster posted on the thread which was opened regarding not getting pm's about reducing the quota, another thread was opened on the same subject this was the problem, now its fixed so let us get on with other things,

how can it be put on before it happened,

with the quota being cut down a bit some may have to delete some as their box will be full
