moving to a council house within east riding and just wondering has any one had dealings with east riding council with regards putting a loft up,and could they tell me the best way of getting permission if possible

As it is a council house, have a look at your house missives of let for a standard paragraph on 'permission to keep animals'. It usually says you need permission to keep dogs, cats,  pigeons etc ~ and maybe 'which will not be unreasonably withheld'. So you'll have to get their written permission as landlord to keep pigeons -  and depending on the size of your loft, that 'landlord permission' will also be conditional on you getting planning permission for the loft, if it is over a certain size.

Two different things, planning permission is to erect a building, the loft. Permission from landlord is needed to keep pigeons on their property.

get them down on eggs , put pot eggs in bowls in yb section for when they come to view it . they wont stand much chance of making you take it down then.        andy.

any one got the british homing world should read page 72 its all about planning etc it states that the keeping of pigeons is classed as a hobby and under the town & country planning acts the keeping of livestock eg budgies pigeons dogs  cats or any animal s is permited and is classed as "use incidental to the enjoyment of residensial property "except animals that are a danger and a licence is needed
