yes your correct fifer clocksetters should be able to set them but that may not be the case in the future with most on ETS

the problem is that they can refuse to set a manual or an ETS depending on which system the club uses if its an ETS club with a ETS clocksetter its up to him/her if they are willing or able to set a different system likewise a club with manual clocks all they have to say is they dont know how to set the ETS and are not willing to learn and there is nothing you can do about it as you cant force someone to do something they dont want to do
