Kestrels are imprinted and only learn what their parents teach them(human in this case) I would even go as far as saying the pigeon was on a tether string and he had to hold it down once caught for the Kestrel to make the kill :-/

Yes the glue gives off toxic fumes when pigeons crap on it, it also flakes when you scrape it, if you are going to use it cover it with a thin (6mm) ply that you can replace if need be. Personally I would use 18mm water resistant tongue and groove chipboard
