Been great inland but on the Forth not a clear view over the water,

I found a leg of a bird with 2 rings on it by the river North Esk whilst walking my dogs. The ring is pink and the number on it is SU12 NE 5135. It also has a luminous yellow ring on top of the pink ring. Don't know who to contact but just wanted to let whoever owns it know. Might be impossible? any info
