I would have thought that if you are not a club member then the national is effectivly your club and they should allocate your (ets) rings to you even if its done at marking.

It all depends on how you go about getting set up. Lofts, you can buy new but there are always 2nd hand available as well as the possibility of converting a garden shed etc. Birds, you can go and spend silly money from the feather merchants or get better birds from friends and local fanciers. Clock, again there are a lot of 2nd hand for sale but many clubs have spares to help new starters on a loan basis. It can be as expensive as you want to make it!

you can get original from some farmers merchants.
