anything electronic can have a variance as no power cell is able to give 100% constant power due to temp changes etc. Its just one of the things you have to accept, no different to T3's etc, should they gain or lose the odd second? Same reason applies!

i was at a demonstration last monday and was told they can vary by the odd second which is why they are sync on marking and when docked for checking the corrected times are printed.

there are a lot of good weather sites now, always good to look at a couple and take an average, that way you'll get a reasonable forcast!
