I can't give advice on treatments thats what vets are for , but should be using 10% Ronizole or a similar product ( this strength is perscription only ), testing is the best way to get the correct effective treatment also ventilation must also be correct to maintain good health

It could be your treatment isnt strong enough , during the moult theres alot of dust from the feathers that could be the cause of the greecy wattles , and most over the counter treatments for canker are half the strength so hasent cleared the canker , moulting is a stresfull time for birds and canker can occur
