under RPRA rules who has the final say, the convoyer or race controllers ?

convoyer? the race controller can tell the weather up the road but if the convoyer says the weather isnt good enough for a lib you cant go?

in this case the controllers said it was bad all the way up but convoyer said it was" not bad" at racepoint so who is right,there must actually be a rule over this
