I don't think this comes under hunting or falconry. It's clear the bird isn't roaming the area quartering the ground looking for prey, it's merely turning a tight circle in the sky above it's handler, waiting for him to release a pigeon from a bag, as it's obviously been trained to do. Absolutely no skill in that, falconer & falcon both, it's just the same as have a dog beg for a treat it knows you have in your pocket.
