looks like hawk attack to me is it missing tail feathers or any flight feathers

I'd say it was a typical attack, with the bird pinned to the ground and the hawk stripping flesh from it. Bird has had a lucky escape.

Tell that to the red hen I've got - who has a bruise across the back of her neck and both wings - in a straight line - she has hit wires - don't know how she's done it - but it is possible
