expat1 Posted July 20, 2007 Report Posted July 20, 2007 Hi I do not know for sure so perhaps one of you Scottish Fanciers can answer this question You have your own Pareliment and MPs, Do you have your own Defra which is separate from the Defra which is messing up the RPRA members which of course include the welsh and other parts, Or are you just one of the same Defra The reason i ask is if the Scottish People have there own, then why do they not lobby it, Of course if it is the one Defra for all that is a differnt thing Steve expat1

Guest TAMMY_1 Posted July 20, 2007 Report Posted July 20, 2007 So if it is your own does that mean they are completely independant of defra then and any decisions made by them they dont need to or have to follow what defra are doing and you could have the channel racing ban lifted for you by them or will they just follow any ruling that is put out by defra THEY EVENTUALLY HAVE TO ABIDE BY DECISIONS MADE BY DEFRA

Guest Posted July 20, 2007 Report Posted July 20, 2007 Maybe not quite right reading of Animal Welfare affairs in Britain, each parliament has its own devolved department, and their own legislation. Problem is that with Avian Flu there is a special alliance of 'areas into zones' [not the right terminology]. There are 2 zones in Britain: (1) England, Wales and Scotland are counted as one zone, with DEFRA the lead agency. (2) Northern Ireland and Eire are counted as one zone, with ?DARDI? [Eire] being the lead agency there.

Defra, the Welsh Assembly Government and the Scottish Executive have produced individual Contingency Plans outlining their responses to a disease outbreak. Whilst specific to their own institutional arrangements, the plans are mutually complementary. In the event of a suspected or confirmed case of disease, Defra, SEERAD, WAG EPC and DARDNI will ensure close liaison in order to co-ordinate the emergency response process and external communications. Northern Ireland has a separate Contingency Plan, details of which are not outlined here, as it is part of a separate epidemiological entity from Great Britain. Scotland 6.39. Certain of the policies and procedures set out in this Contingency Plan will be different in Scotland. SEERAD have published their own Contingency Plan. 6.40. This sets out the policy assumptions, roles and responsibilities and resource infrastructure that will be used in a disease response.
