Maybe another line of enquiry could be "The Transport of Animals Act" would you be required to comply with before or after bringing pigeons into and exiting the sale venue. How far are we required by law to comply it seems there is a large bucket of worms out there lets be sure nobody tips it over and spills the contents. Happy Days Are Here Again.......

The relevant information I found seemed to be this....

 

Transporting animals

Those transporting animals, including agricultural animals, should take action to avoid problems in hot weather. Things to consider include (although this is not an exhaustive list):

 

Factoring potential weather conditions into the planning of any journey (for example not loading or moving animals during the hottest parts of the day)

Improved ventilation of the vehicle

Increased space allowances

Providing water and electrolytes more frequently

In addition, contingency plans should be in place for every journey, and are particularly important in hot conditions as delays, which might be relatively insignificant under normal conditions, can become critical very quickly.

 

One of the reasons I got the carrying boxes manufactured with resealable flaps (page 103 of the British Homing World) so you can water the birds very easily during transport in hot weather, not that we ever have any!   (10 mins in service station putting water cups on for example) or you could even leave them on during transport and you can't be accused of not looking after the birds.  

 

I suspect Defra are going to come down hard on transport of birds soon, don't know why they haven't before, looks like they don't treat pigeons as worthy enough for thought as the fancy do?   :-/

I think this was the Act when a Bill out for consultation, the RSPCA asked a vet (David Parsons?) to prepare a report of what could be considered normal in pigeon racing.  

 

It applies to all animals with a backbone, so its general provisions apply to pigeons. It also has specific provisions governing certain groups of animals and what can and can't be done to them, e.g. tail-docking dogs, wing-docking game birds.

 

There's another one too, Animal Health & Welfare Act, think it may only be for Scotland tho.
