I have used layers pellets soaked in baby milk made into a mash and fed to young birds a bit messy but birds turn out well, but as soon as large enough to go on seeds feed them seeds, a little peanut oil on food helps it go down a bit easier and watch them grow

Are you sure the parents have stopped feeding them? They look 12/14 days old and that is the time racing pigeons would be looking to go down on their next round of eggs. Youngsters appear to get neglected, but the parents do come back to the nest to feed them.

Word of caution about milk. Don't. If you are correct then these youngsters will be under a bit of stress. Quite apart from the fact the pigeon cannot digest milk, it is an alkiline and that is the type of gut environment that suits the likes of e-coli bacteria. A bit of stress + alkiline environment = big trouble.

Push around 20 peas down their throats morning and night, dont be afraid that you are hurting them as you push the peas down, sometimes you might get the odd pea stuck in their throat if this does happen gently massage the throat pushing the pea all the way down it's throat add to this what has been suggested above 3 to 4 seringe's of water.

You might feel as if your hurting the young birds but you have to be cruel to be kind when it comes to this situation.

Another method is filling a balloon with moistened food and putting a small cross cut in it, this allows them to feed more naturally as they dip their beaks into it :-/
