I wish to float eggs under a pair of birds that have only been sitting 12 days, at the time they are due to hatch.  Is there a risk that the hatchlings can't/won't be properly fed by the surrogate parents?

I personally wouldn’t, I’d be more inclined to slip the babies under the foster parents at around 7-10 days old.

a float all my stock eggs under my racers at 6-7 days old wen a no they r full and then me stock gos dwn again and a get me round off both within 3 weeks 2getha

If I read your post right you want to slip 18 day-old eggs under a pair sitting only 12 days. Thats 7 days difference so yes there is a risk that the foster parents won't have milk for these youngsters.  5 days early is the most I've tried.
