If he needs landlord's permission for it, I reckon refusal would be very unreasonable given his age and the history of attacks on his lofts on allotments. The guy (Shirley?) that helps fanciers with these permissions had an article in the BHW again recently. I'm sure he is retained by RPRA so that fanciers can get his services reasonably cheaply. Remember too, pigeon basics has an Arson Fund, contact Ian McKay on here.
