The RPRA and the Kingdom MUST abide by the rules of the Land issued by the Scottish Exec and DEFRA. So it doesnt matter what the Kingdom or RPRA say about flying in Fife ....they must be contained. If they are not or the RPRA HQ Cumbria region or Kingdom Fed dont understand this then I, for one will be E-mailing and or telephonong to make sure they are very clear. If this ia another wind up Master A, it is not funny. Some members are dual members and wiill have been issued with a letter from the SHU so they will be aware

Correct I dont want to be stopped racing by some tubes that couldnt/wouldnt stick by rules in the Fed, formed their own and now wont abide by the rules of Government. I feel really strongly that these people are not taking this seriously, being a law unto themselves and putting us ALL at risk.

 

I suppose those in the 3Km and 10Km Zones are letting theres out too

I THINK ANY FANCIER WHO HAS BEEN LETTING THERE BIRDS OUT SHOULD BE BANNED FROM MIXING THEM WITH OTHERS FOR THE 06 SEASON, AND IF THIS WAS GETTING OUT TO DEFRA I THINK WE WOULD ALL BE STOPPED RACING, NOT KNOWING THE LAW IS NO EXCUSE IN THIS COUNTRY, IF A FEDERATION KNOW OF ANY OF ITS MEMBERS WHO HAVE BEEN LETTING THEIR BIRDS OUT THEY SHOULD BAN THEM FROM RACING, THESE BIRDS HAVE BEEN OUT DURING A PERIOD WHEN THEY WERE ORDERED TO BE KEPT IN, BY THE GOVERNMENT. I THOUGHT DURING THIS WORRYING PERIOD US PIGEON FANCIERS WERE GOING TO SHOW AN EXAMPLE TO THE PUBLIC THAT WE WERE RESPONSIBLE PEOPLE,

Sorry if you've read the message more than once - Thought it important to remind members and guests that this isn't a voluntary code in the three AI Zones, it is a legal requirement. Also useful to remind 'innocents' that in law they are exactly that and cannot be punished because others are breaking the law.

 

A further reminder that there are penalties:-

 

Powers of inspectors in case of default

 

19.-(1) Where a person fails to comply with a requirement imposed by or under this Order an inspector may take any steps that they consider necessary to ensure the requirement is met.

 

(2) In taking steps under paragraph (1) an inspector may seize and detain any bird moved, kept or otherwise dealt with in contravention of a restriction or requirement imposed by or under this Order.

 

(3) The person in default shall reimburse any reasonable expenses incurred by the Scottish Ministers or the local authority in taking such steps and any such debt is recoverable summarily.

 

Breach of the Order is an offence under section 73 of the Animal Health Act 1981, punishable in accordance with section 75 of that Act.

 

I think its a £5000 fine over and above having your birds taken off you and paying for their care - assuming they aren't destroyed of course.

THE SHU MEMBERS HAVE BEEN INFORMED REGARDING KEEPING THEIR BIRDS IN,AND RPRA MEMBERS WILL BE GETTING THE SAME FROM THEM, AND AS LONG AS THE RESTRICTIONS ARE IN FORCE ANYONE RPRA OR SHU MEMBERS LETTING THEIR BIRDS OUT ARE TAKING A BIG RISK AS IF THEY GET FOUND THEY WILL BE IN SERIOUS TROUBLE FROM THEIR UNIONS, AND WE WILL ALL BE IN TROUBLE FROM THE SCOTTISH EXECUTIVE. LET'SW BE PATIENT AS WE COULD BE GETTING RESTRICTIONS LIFTED SOON.

I'm really at a loss here, if the directive to keep birds on lock down is from the Scottish Executive then it is a LAW that adhered to immediately without having to wait for backup notices from The SHU and The RPRA

IN MOST THINGS IT IS THE SCOTTISH EXECUTIVE THAT DECIDES WHAT HAPPENS WITH THE PIGEONS AND IT IS THEM THAT PROVIDES THE LICENSES FOR SCOTTISH RACINGBUT IF THERE WAS A MAJOR OUTBREAK OF SOMETHING DEFRA HAS THE FINAL SAY

AGREE 100% HYACINTH,AND I THINK EVERYONE KNOWS THIS, I AM REALLY VERY SURPRISED AT SOME OF THE FANCIERS, AS WE WERE SUPPOSED TO BE SETTING AN EXAMPLE IF THE WORSED HAPPENED, BUT THERE U GO, IT WAS IN THE PAPERS WITH A MAP OF THE RESTRICTED AREAS AND IT WAS ON TV, ALSO HERE ON THE FORUM YET THERE ARE EVEN FANCIERS ON THE FORUM SAYING THEY DID NOT KNOW THEY WERE TO KEEP THERE BIRDS IN, SOME EVEN SAID THEY WERE TOLD TO LET THEIR BIRDS OUT, BUT TOLD BY WHO?????

AVIAN INFLUENZA AND PIGEON RACING

 

Thank you for your email of 12 April to the Defra Helpline regarding avian influenza and pigeon racing in Fife. I have been asked to reply.

 

Following the confirmation that a dead swan found in Fife was infected with the H5N1 strain of avian influenza, a 3 km Protection Zone surrounded by a 10 km Surveillance Zone has been established. The zones are centred around the shore at Cellardyke where the wild bird was found.

 

In addition, a larger area, the Wild Bird Risk Area (WBRA), was designated. It runs east of the M90 from the Forth Road Bridge, south of the A90 from Perth to Dundee and east of the A90 between Dundee and Stonehaven, and covers an area of 2500 square km.

 

For the protection zone and the surveillance zone, there are controls in place on the movement of all captive birds, hatching eggs from captive birds, poultry meat and other poultry products (though table eggs are NOT included in these controls). These restrict movements both within and moving in and out of both zones. People within these zones who need to move any of the above should contact the Perth Animal Health Office to enquire about licenses (01738 602211). Shooting or hunting birds is not allowed in the protection zone or the surveillance zone.

 

There are no restrictions on the movements of people or vehicles, and no restrictions on access to outdoor areas.

 

There is a requirement to house domestic poultry and captive birds, or take other measures to separate domesticated birds from wild birds, within the WBRA. There is also a ban on holding bird gatherings or training racing pigeons.

Must admit, this is one aspect of the use of modern communications technology that really cracks me up.

 

In theory email = instant communication. Its also meant to be fairly informal, so no need for letter-head notepaper signed by the boss kinda thing.

 

So provided its just a few sentences or you have the answer in electronic format, you can reply to an email query within the hour sorta thing.

 

13th April till 5th May???  :'(   Bloody disgraceful, even moreso given the background to the query.
