stray tippler

Hi Guys

 

Can anyone help me.

 

I collected a stray from a non fancier last night, poor woman had her fire taken out as it was down the chimney.

 

It is a rung tippler, the ring is DD99LRC 25

 

Any Idea how to report this to the rightfull owner??
