When there are clouds in the sky, there's always wind, even if its only going upwards, 'thermals'. Wild Birds are said to use these winds to gain height and fly between the top of one and the bottom of another. Honestly don't know if racing pigeons do the same, but on the other hand as soon as the bird starts using its wings, its creating its own wind.
