i believe its down to oils when the birds preen themselves , they drag oil from a gland at the rear of the backs with their beaks to work into the feathers and this leaves oily deposits on the head and around the face.

 

i am not an expert just a pigeon man.

possibly they are  breathing in  bloom, or the stuff you have in the water is staining there  wattles, have you been feeding oil in there feed as this could  leave  a filament in the water fountain, this could  be from the  oil gland when  billing, if you haven't given oil  then it is

maturity thing, i suppose  when in egg  :)
