phoning in birds two days before basketing day

hi all can any one tell me if they have to phone in to there club secatarys two day in addvance of basketing on the friday to say how many birds they will be sending ? also is this a rpra ruling ? yours in antisipation mark.

our fed sec only asks from a rough number for combines,

just incase they need back vehicle.dont think its a rpra rule
