could be a few things in my opinion,, something in its eye, . a pick by another bird in the eye, one eye cold . golden eye ointment helps, even a dab with a cold tea bag,

 

but a spit in the eye, yes a spit from a non-drinker and non-smoker, preferably a childs spit, contains a certain human anti-biotic , which can cure this,

A watery eye could be and most often is from a peck. If thats not the case and its an infection isolate and treat with a round of antibiotics.
