T3 Problem

Can anybody advise me on how to sort my T3 thimbless clock. It has a rubber stuck down the side of the chamber and will not click round to empty it. The plunger is solid and wont move ?

Sometimes they can be forced round bit at a time, most often though have to be sent away to be done
