you would need to worry very seriously wether breeding or not,,,,,,,,as could be big problem,not saying it is,but,if not breeding yet as lots are not,then i would be looking very close indeed for cause to be 100% sure all ok first !

there could be lots of things as to why they have greasy wattles,,,,,,,,,mostly i would say could be respiritory and not enough fresh air,,,,,,but,,not knowing your set up and feed and cleaning regime,,,,its just a guess for now,,,sorry cant help more !

just be cautious as that youngster might be a stray and you be sorting wrong guy out without real evidence,,,,,just to warn you,,dont want you to drop yourself in it before its too late !

just a suggestion,,,,if you paint everything white in there,you will make it more brighter in there,,,,,but,its your choice !

your not wrong at all,,,,,your more correct as at that time i was feeding cheap pigeon mix and as not long started did win a few young bird races and and old birds came mostly near top,,,,won a few,but,the club i was in then getting a first was against very hard flyers with big competition in club too !!

best pigeon loft i had years ago was bottom half front louvred and top half solid,but,can be wired and six inch gap all the way along back at top,,,,it was like that winter and summer,,,,never covered in any way,,,,pigeons sparkled too ,,,,

to make ventilation better,,,,,more vents at front along bottom and at back at top at least a four inch gap covered obviously with wire netting netting of some sort,,,,but,,,thats only me and allways done me brilliant when kept pigeons,,,,,,you will find mostly that the best pigeons get the top perches and seem to like the fresh air more,,,just what i observe in my time in pigeons,,,hope that gives you a bit of information to help you more !

you can never have enough fresh air in any pigeon loft,,,the more fresh air the better !!!!

IB,,,,,,,RSPCA will not put feral cat down as know that in my area they will doctor it to stop it breeding and if cat is or seem to be healthy enough will return it to the original place where gone feral,that is the policy of rspca here,dont know if other places are same !

the best thing for pigeon lung in pigeons is plenty of fresh air in ventilating the lofts very well,,,,,,,most of the time,but,not allways,,,,,jmo
