Hey I contacted rpra, got a contact but the man has given the birds up n this bird belongs to someone else who has not transfered the bird,

If you explain this to the RPRA, I'm sure they'll issue a transfer under the circumstances but thats assuming you would want to keep this bird or maybe the previous owner might be still in the position to transfer it to you himself animatedpigeons:
