Loft aviary ?

My loft is being moved into position in the garden this weekend. I can still change my plans around a little. I was thinking of building an aviary on the side so the birds can go outside anytime, would this be a good idea ? and should it have a waterproof roof or should I leave it open to the elements ?  :-/

well im no expert but my uncle has a big walk in metal framed one!! same from the dogs cats ...... i would recommend this!!
