I'm thinking it is an Antwerp Smerle, but with a poor chest frill...

ah ha yr the man glass,, thats how they look...they are quite bigger than yr normal pigeon

There aren't many Antwerp Smerles around, I only see them at a few shows and there isn't a great deal about them on the net, you will find bits and pieces if you google it.
