February 2006 in the Hoilyhill Club, Gateshead. Apologies for non attendance were received from Mr. Dawson, President NEHU, Mr. H. Wright and Mr. W. Anderson-Meeting opened at 7.35pm with Mr. A. Scott in the Chair. Mr. Luke requested that the minutes from the previous meeting be amended to include the following statement 'The Company Solicitor has drawn up the amended rule allowing associate members. It was proposed Mr. Buckley sec. Mr. Grant that the minutes of the previous be accepted and kept as a true record Agenda No. 1. D.E.F.R.A. Restrictions. The Secretary informed the delegates in great detail of the conditions relating to the General Licence issued to ail racing organisations. It was agreed that a copy of die conditions be forwarded to each club outlining their responsibilities, failure to comply will result in the club not being allowed to race. (copy attached). Other conditions will be carried out by the Secretary of the UNC as event organiser of the overall race. Mr. Surtees informed the delegates of some of the finer points of the conditions. The main point of contention was the way in which stray's are collected/returned to members. It was proposed Mr. Hudson sec. Mr. Luke that no stray birds be collected/resumed via the transporters until after 31st. May. ( The date DEFRA have agreed to review the situation}. It was agreed that strays reported by the general public still be housed! and put info quarantine. No. 2. Race Programme. The Secretary informed the delegates that Eastbourne race point was in doubt due to several incidents that occurred at the race point in 2005. The Secretary felt that if we made a personal visit to the site manager we may achieve permission for a liberation. Many of delegates thought that this was un-necessary, as the Secretary had already highlighted that the extra expense to the membership of travelling one day earlier for an extra 13 miles was causing concern to some members. It was agreed that Folkestone Race Course (subject to approval) be the substitute race point for all channel races if permission is not granted by DEFRA to race from the continent. An in-depth discussion took place between the delegates with regards to alternative race points for continental racing. Eventually it was agreed that the continental programme be adhered to whore possible i.e. if we only race inland up to the middle of June then we are granted permission to liberate from the Continent the race points will be Bourges or Leige in Belgium then continuing as normal with either a French or Belgium substitute equal distance race point No* 3. Assistant Convoyer. It was proposed Mr. Eltringham sec. Mr. Buckley that the position of Assistant Convoyer by gi veil to Mr. A. Case, Gateshead. His salary will be the minimum wage at 16 hours per week. All delegates were in favour. No. 4. AR30 Form. The Secretary asked for any changes to the management committee, since the previous completion, noting the extra change of the Newcastle West Federation delegate. No. 5. Any Other Business. (a). The Secretary informed the delegates that the UNC Headquarters was near completion and that money was required for decorating. After a discussion it was proposed Mr Richards sec. Mr. Pogson that the sum of £500.00 be spent (. The Secretary informed the delegates that the price of £1,250 per annum had been offered for the erection of a bill board at the front of the building. It was requested that we ask them for a further £250.00. If refused then the first price should be accepted. ( c). The Secretary stated that both WDA and the Durham Combine have requested transportation to Bourges. The cost to be £1.65 per bird.(d). The Secretary highlighted that Clubs are obtaining cheaper quotes from the NFU insurance company. Mr. Nee asked if the NFU could provide a fleet insurance, the Secretary stated that she was in negations, with all prominent insurance company's and would report back at the next meeting. ©. The Secretary with the permission of the President wrote to all Wednesday Clubs asking if they we were willing to pay extra basket charges of £1L50 per basket. Every club had replied informing of their willingness. The Secretary was asked how many baskets she would need to cover the costs. She stated that she thought it was 65 baskets but could not be sure as her calculations were at the office, She did confirm however that if the Wednesday Racing did not become viable then racing would cease. I have since checked my figures, which show that the number of baskets required to cover costs (without lib-line income) would in feet be 44 Baskets at the increase charge of £lL50per basket (f). Mr. Surtees asked if a price had been agreed on the birdage charge far the NEHU Futurity race, the Secretary said that it was to early too agree a charge, but she assured Mr. Surtees that the cost would be covered in full. (g). Mr. Pogson proposed that the cost of £4GG.G0 for the Combine Secretary's car insurance should be changed to be included on die Combines fleet policy. The Secretary replied that she is the owner of the car and as such it cannot be added to the fleet insurance. The Secretary informed the delegates that she would pay for her own insurance. The delegates agreed that this was not necessary, and Mr. Pogson's proposal did not receive a see. (h). Mr. Luke raised the matter of (he UNC holding a TV licence. After a discussion it was agreed that the headquarters continue to hold a licence. (i). Mr Luke asked the Secretary where it was minuted that Secretary/Management Committee could ask to examine a Federations minute book. The Secretary could not find the appropriate minute. 1 have since checked through the minutes, but can only find where it was stated that all correspondence to the Combine must follow the correct procedures i e passed at Club then Federation level.
