My Only suggestion would be to contact someone who is advertising for entries for the Million Euro pigeon race, see how they get the Uk birds out there.

Try these, http://www.globalanimaltransport.com/  they send things as big as a rhino so I doubt a pigeon would cause them concern.   You never know they may have contacts for smaller companies if they don't do it themselves.  Hope this helps.
