if any flyers  near you ask which club they fly in then check them out find one you like then enquire who sec is and get in touch with him

im sure someone on heres from your area if not contact the R.P.R.A and ask them for clubs in your area , also may help you out to join R.P.R.A  and order your rings dirrect as joining a club can sometimes leave it a bit late to be breeding young birds depending when clubs have there A.G.M to accept new members ill post you a link up :
