De luxe ets sputnik

Hello

   i am looking for some help/advice,im building a loft for a good friend of mine,and i am looking at these ets sputniks that boddy and ridewood are selling,it says ..."conforms to rpra ets ruling requiring landing antenna to be inside the loft"the antennae shelf is in the trap its self. :-/ :-/

    is the shu ruling the same??is it ok to have the pad in the sputnik??. :-/ :-/
