Can anyone help!!

i have a 2 young birds in the nest one seems perfect but the other is half the size of thee other and  cant keep its head up and is always leaning to one side. Please take a look at the pic and if you can help that would be great i have seperated it now but i feel there is some thing serioulsly wrong with it.

i was told if there was a big size difference in squabs then there was something wrong they should be very similar in size i had this happen twice both times the smaller chick died so i was putting a pot egg in each pair that laid 2nd egg was removed and single reared this was last year now i have roller's and they are doing ok on both chicks
