NTU 08 2593 WHO DO I REPORT IT TO??

NTU 08 2593 came into my loft tonite with my birds after excercise     i think its a tumbler or tippler but as im a novice i cant be sure :-/  all i can say is that its very small compared to my birds   any info to help me trace the owner would be appreciated    debbie
